PESHAWAR (APP): An Afghan citizen kidnapped from Dhab village of Tehsil Drosh some 45 kilometer from here, Drosh police told APP here Tuesday. According to police station Drosh Haji Muzaffar Khan, an Afghan refugee, hailing from Afghanistan was living in a rented house at Dhab village since November this year and in the midnight some unknown armed persons knocked the door of the house. When Haji Muzaffar Khan opened the door the unknown armed persons abducted him.Local people in neighbors of abducted Afghan refugee Haji Muzaffar alleged that he was kidnapped by extremists of Afghanistan hence District Police Officer Chitral Sher Akbar Khan denied the allegations and termed it as a result of their family dispute. DPO Chitral when asked to comment, he informed this agency said that Haji Muzaffar Khan had family dispute with Nooristan tribes of Afghanistan as a result they abducted him. There is no chance of entering of extremists in Chitral, he said. Police Station Drosh has started investigations and also lodged FIR. It is worth mentioning here that it is the second case of abduction (kidnapping) of Afghan citizen from Drosh area. Earlier, one Afghan citizen Akhtar Jan Kohistani who was serving in Afghanistan as consultant for Ministry of rural development and rehabilitation as well as having nationality of United Kingdom and served in BBC Pushto service, was abducted from his in laws house and was taken by the armed persons to unknown areas. GAZA: Israeli troops and tanks massed along the Gaza border and the government said it had called up reserves for a possible ground operation, as the death toll increased to more than 300 after Israeli aircraft pounded Gaza for a third day on Monday.

Hamas said Israel bombed a government ministry compound and the Islamic University in Gaza, a stronghold of Hamas, late Sunday night. The Hamas-owned television station Al Aqsa was also struck, as was a mosque that the Israeli military said was being used as a terrorist base. On Monday, Israeli warplanes bombed the Hamas-run Interior Ministry, Reuters reported, based on a Hamas statement.

In a statement on Monday, the Israeli army said some areas around Gaza had been declared a “closed military zone,” a move which some analysts depicted as a potential precursor to a ground offensive. The military said the declaration meant that civilians, including journalists, could be denied access to an area up to two miles from Gaza.

The military also reported that a rocket fired Monday from Gaza killed a man and wounded seven people in the southern Israeli town of Ashkelon. Additionally, three Israelis were stabbed by a Palestinian in a Jewish settlement in the West Bank, the military said.

The continued airstrikes, which Israel said were in retaliation for sustained rocket fire from Gaza into its territory, unleashed a furious reaction across the Arab world, raising fears of greater instability in the region.

Much of the anger was also directed at Egypt, seen by Hamas and some nearby governments as having acceded to Israel’s military action by sealing its border with Gaza and forcing back many Palestinians at gunpoint who were trying to escape the destruction.

Witnesses at the Rafah border crossing described a chaotic scene as young men tried to force their way across into Egypt, amid sporadic exchanges of gunfire between Hamas and Egyptian forces. Egyptian state television reported that one Egyptian border guard was killed by a Hamas gunman. A Palestinian man was killed by an Egyptian guard near Rafah, Reuters reported.

In Gaza, officials said medical services, stretched to the breaking point after 18 months of Israeli sanctions, were on the verge of collapse as they struggled to care for the more than 600 people wounded in two days.

At Shifa Hospital in Gaza City, women wailed as they searched for relatives among bodies that lay strewn on the hospital floor. One doctor said that given the dearth of facilities, not much could be done for the seriously wounded, and that it was “better to be brought in dead.”

The International Committee of the Red Cross appealed on Sunday for urgent humanitarian assistance, including medical supplies, to be allowed to enter Gaza. Israeli officials said that some aid had been allowed in through one of the crossings. Egypt temporarily opened the Rafah crossing on Saturday to allow some of the wounded to be taken to Egyptian hospitals.

Israel made a strong push to justify the attacks, saying it was forced into military action to defend its citizens. At the same time, the supreme religious leader of Iran and the leader of Hezbollah expressed strong support for Hamas.

Across Gaza, families huddled indoors as Israeli jets streaked overhead. Residents said that there were long blackouts and that they had no cooking gas. Some ventured out to receive bread rations at bakeries or to brave the streets to claim their dead at the hospitals. There were few mass funerals; rather, families buried the victims in small ceremonies.

At dusk on Sunday, Israeli fighter jets bombed over 40 tunnels along Gaza’s border with Egypt. The Israeli military said that the tunnels, on the Gaza side of the border, were used for smuggling weapons, explosives and fugitives. Gazans also use many of them to import consumer goods and fuel in order to get around the Israeli-imposed economic blockade.

In the first two days of the operation Israeli jets destroyed at least 30 targets in Gaza, including the main security compound and prison in Gaza City known as the Saraya, metal workshops throughout Gaza that were suspected of manufacturing rockets, and Hamas military posts.

Israel appeared to be settling in for a longer haul. The government on Sunday approved the emergency call-up of thousands of army reservists in preparation for a possible ground operation as Israeli troops, tanks, armored personnel carriers and armored bulldozers massed at the border.

Speaking before the weekly cabinet meeting in Jerusalem, Israel’s defense minister, Ehud Barak, said the army “will deepen and broaden its actions as needed” and “will continue to act.” Prime Minister Ehud Olmert said Israel’s goal was not to reoccupy Gaza, which it left unilaterally in 2005, but to “restore normal life and quiet to residents of the south” of Israel.

Tzipi Livni, Israel’s foreign minister, appeared on American talk shows to press Israel’s case. She said on “Fox News Sunday” that the operation “is needed in order to change the realities on the ground, and to give peace and quiet to the citizens in southern Israel.”

Militants in Gaza fired barrages of rockets and mortar shells the farthest yet into Israel on Sunday. One rocket fell in Gan Yavneh, a village near the major port city of Ashdod, almost 20 miles north of Gaza. Two landed in the coastal city of Ashkelon. Several Israelis were wounded.

Fawzi Barhoum, a spokesman for Hamas, told reporters that Israel had started a “war” but that it would not be able to choose how it would end. He called for revenge in the form of strikes reaching “deep into the Zionist entity using all means,” including suicide attacks.

The hundreds of thousands of Israeli citizens now within rocket range have been instructed by the authorities to stay close to protected spaces.

In Lebanon, the leader of the Shiite militant group Hezbollah, Sheik Hassan Nasrallah, put his fighters on alert, expressing strong support for Hamas and saying that he believed Israel might try to wage a two-front war, as it did in 2006. He called for a mass demonstration in Beirut on Monday. And he, too, denounced Egypt’s leaders. “If you don’t open the borders, you are accomplices in the killing,” he said in a televised speech.

Iran’s supreme religious leader, Ayatollah Ali Khamenei, condemned the silence of some Arab countries, which he said had prepared the grounds for the “catastrophe,” an Iranian news agency, ISNA, reported.

“The horrible crime of the Zionist regime in Gaza has once again revealed the bloodthirsty face of this regime from disguise,” he said in a statement. “But worse than this catastrophe is the encouraging silence of some Arab countries who claim to be Muslim,” he said, apparently in a reference to Egypt and Jordan.

Egypt has mediated talks between Israel and the Palestinians and between Hamas and Hamas’s rival, Fatah, leaving it open to criticism that it is too willing to work with Israel. In turn, Egypt and other Western-allied Sunni Arab nations are deeply opposed to Hezbollah and Hamas, which they see as extensions of Iran, their Shiite nemesis.

Across the region, the Israeli strikes were being broadcast in grisly detail almost continually on Arab satellite networks.

In the Syrian capital, Damascus, a large group of protesters marched to Yusuf al Azmeh Square, where they chanted slogans and burned Israeli and American flags.

In Beirut, protesters were bused to a rally outside the United Nations building, holding up Palestinian flags and Hamas banners. Muhammad Mazen Ibrahim, a 25-year-old Palestinian who lives in one of the refugee camps here, choked up when asked about the assault on Gaza.

“There’s an agreement between Egypt, Saudi Arabia, Jordan and Israel against Hamas,” he said. “They want to end them; all the countries are in league against Hamas, but God willing, we will win.”

That sentiment is widespread here. Many see Livni’s visit to Cairo last week as evidence that Egypt, eager to be rid of Hamas, had consented to the airstrikes.

The anger echoes what happened in July 2006, when the leaders of Saudi Arabia and Egypt publicly blamed Hezbollah for starting the conflict with Israel. Popular rage against Israel soon forced the leaders to change their positions.

Hamas, sworn to the destruction of Israel, took control of Gaza when it ousted Fatah last year. An Egyptian-brokered six-month truce between Israel and Hamas, always shaky, began to unravel in early November. It expired 10 days ago.

ISLAMABAD: Pakistan’s top meteorologist on Monday apprehended low-intensity earthquakes could hit parts of Azad Jammu and Kashmir (AJK) as well as Chitral, and Quetta following a recent increase in seismic activity in the region. “The area has seen a lot of seismic activity lately. Mild earthquakes jolted parts of Zhob and Sibbi on Monday, while a 5.9-magnitude tremor has been reported on the Afghanistan-Tajikistan border,” Chief Meteorologist Dr Ghulam Rasul told Daily Times. Rasul said it was almost impossible to predict an earthquake but increased seismic activity fuelled fears of mild quakes in the near future. In the hunt for Osama bin Laden and other top al-Qaeda leaders, security services continue to focus on Pakistan’s Chitral district in the North-West Frontier Province (NWFP). Chitral became a concern after the release of a bin Laden videotape from September 2003 in which trees native to the Chitrali mountain range were evident. Extensive search operations for the al-Qaeda leader and fellow operatives by Pakistani and U.S. forces were conducted in the area in February-March 2003 (Dawn, March 7, 2003). More recently, in May there were claims that the Federal Bureau of Investigation had established an office in Chitral to monitor militant activities in the district (The Nation, May 1). Other links to the district include Abu Khabaib, an Arab explosives expert who has been spotted several times in the hills of Chitral. He is known to have helped Sheikh Ahmed Saleem, an Arab member of al-Qaeda. Saleem has been giving money to Lashkar-e-Jhangvi for recruiting militants for al-Qaeda in Pakistan (Daily Times, October 2). Finally, because Chitral is adjacent to Afghanistan’s Nuristan province, there is concern that Taliban and al-Qaeda militants are crossing the border between the two countries.

Chitral, with its rich cultural heritage and changing religio-political trends, is a fascinating area in the NWFP. It is caught between diverse traditions and rumors of al-Qaeda involvement. In the backdrop of the turmoil created by pro-Taliban elements in the Pakistan-Afghanistan border area and the rising influence of religious political parties in the district, Chitral has become an important focus in the war on terrorism. For centuries, the people of Chitral have lived in relative isolation in their mountain kingdom. They have experienced various political phases, beginning with their involuntary association with the British Empire (1895), their voluntary association with the new state of Pakistan (1947) and finally their incorporation into Pakistan’s NWFP (1969). The Katur dynasty that ruled the area collapsed in 1949-50, and the federal government of Pakistan took direct control of the Chitral administration.

Geographically, Chitral is bordered by Afghanistan in the north, south and west. A narrow strip of Afghan territory, the Wakhan strip, separates it from Tajikistan. It has always been a very important route for invaders on their way to South Asia, including Alexander the Great and the Mongols. The Chitral Valley, at an elevation of 1,100 meters, is popular with mountaineers, hunters, hikers and Western anthropologists. Imposing mountains dominate the landscape of Chitral, forging a rugged terrain that is home to approximately 325,000 people comprising an area of 243,818 acres. The topography of the district is varied, with 30% of the region covered in glaciers, snow-clad mountains, bare rock and barren ground, and with about 65% of the land supporting pastures with only sparse vegetation. Chitral is cut off from the rest of Pakistan during the winter. Sunnis compose 65% of Chitral, while Ismaili Shiites comprise 35% of the population. A small population of the non-Muslim Kailash community—known for their beautiful dresses and traditional dance—are based in the south of the district.

While located in a Pashtun region, the Chitrali people are ethnically different than Pashtuns. They are called Kho and their primary language is Khowar, although about 10 other languages are spoken in the area. One might expect that Pashto would be a natural choice as a second language for many Chitralis, but that is not the case. In fact, Chitralis dislike Pashtuns and their language. Their dislike is in part an outcome of economic factors—for instance, since 1979-80, a large number of Afghan refugees (predominantly Pashtuns) moved into the area and competed quite successfully with the local Chitrali businessmen. Business in the region is predominately agricultural.

Chitralis have a reputation for being civilized and peace-loving. Their folk singers are popular in various parts of Pakistan. There is a fairly sizeable seasonal migration of Chitrali men to Peshawar and to other cities of Pakistan for winter employment. Additionally, many have found employment in the Gulf States. Relations between Sunnis and Shiite Ismailis have been cordial historically, but have recently become more heated now that Wahhabis have more influence in the area.

In terms of political orientation, however, Chitral has been steadily becoming more conservative. For instance, its current representative in the National Assembly of Pakistan, Maulana Abdul Akbar Chitrali, belongs to Jamaat-e-Islami (part of the religious MMA alliance) and is a chief administrator of a seminary in Peshawar named Jamia Arabia Hadiqatul Uloom. Interestingly, he is best known for leading a mob that burned down the offices of the Frontier Post newspaper in Peshawar three years ago after it published a “Letter to the Editor” with controversial religious connotations.

More troubling signs emerged in late 2004 when the offices of a progressive Pakistani NGO, Aga Khan Rural Support Program (AKRSP), sponsored by Ismaili leader Prince Karim Aga Khan, were attacked by religious extremists. Developments came to a head on December 27, 2004 when two workers of the Aga Khan Health Services Office in Chitral were killed in a terrorist attack and four vehicles owned by the charity organization were destroyed. The culprits turned out to be two men associated with the declared terrorist group Lashkar-e-Jhangvi, which has links to al-Qaeda (Dawn, January 5, 2005). In a December 29, 2004 Daily Times editorial titled “Chitral Trouble is Symptomatic of Deeper Malaise,” the paper maintained that this development was an outcome of sectarianism and that “in Chitral, the Shiite-Sunni tension dates back to 1988 when the Northern Areas were attacked by Pashtun lashkars.”

In conclusion, due to Chitral’s location on the border with Afghanistan, elements of al-Qaeda may find refuge there. The mountains potentially provide a good cover. Yet, another potent factor has to be kept in perspective—because much of the district’s population is not friendly to Pashtuns, they may be less willing than other areas of the NWFP to provide sanctuary. Pashtunwali has very limited appeal in this area and Ismaili Shiites (35% of the population) are anti-al-Qaeda to their core for sectarian reasons. Therefore, one can speculate that the al-Qaeda leadership may have passed through this area during their “travels” in the region, but are unlikely to consider Chitral a place where they can find safe refuge for a long period of time.

ISLAMABAD, Dec 29 (APP): Mild intensity earthquakes are expected during next six months in northern areas of the country, Director General Met Office Dr. Qamar uz Zaman said.

Talking to Geo news, he said strong earthquake jolted Swat, Malakand division, Tarbela, Ghazi, Gilgit, Abbottabad, Chitral, Ghuzdar and Peshawar on Monday morning at 8:37 a.m. 

The epicenter of the 5.7 magnitude tremor was Hindukash range located just 141 kilometres beneath the earth whereas 145 kilometres in northwest of Mingora and 71 kilometres in northwest of Chitral, he said.

The quake caused panic in people of the area, which fled from their homes. No losses of life and property have been reported.

PESHAWAR: Terrible period for the people of Chitral have again started with the closure of Lowari Top, situated 10,500 feet above the sea level, as they are forced to cross it on foot in freezing cold.

Poignant memories of Chitralis returned Friday when one-month-old child was frozen to death at the Top while his parents along with a convoy of 50 people were crossing the snow-capped Lowari Pass.

A man, Ali Khan, who accompanied the convoy, told The News by phone the sorry tale of the ill-fated family. He said that the woman was shifted to Peshawar for delivery a month ago, but due to bad weather, which led to closure of the Top, she could not be taken back to Chitral. However, a month later they decided to take on the Top, which tires, freezes and kills.

As they reached the top after two hours of trekking, the one-month-old child succumbed to freezing cold, shell-shocking the troubled and helpless parents.

The Lowari Top, located some 240 kilometres northwest of Peshawar, was blocked a week ago after heavy snowfall but could not be cleared so far. Snowfall blocks the Top for all kinds of traffic in every winter and cuts off the landlocked Chitral district from the rest of the country for at least three to four months.

One has to cover a distance of 15 kilometres on a thickly snow-clad mountain with a high risk of storms, blizzards and avalanches. People usually trek from Gujar Kallay village (Dir Upper) to Ziarat (Chitral) to cross the top. In between the two places Chidala, Dara Khaur, Khooni Khaur (killer stream) and Daro Khaur are the most dangerous points as avalanches often strike there.

Officials of the National Highway Authority (NHA) and police rescued 35 passengers trapped in Lowari Pass during snowfall a week ago, a rare happening.

Last year, it killed 12 persons.

Due to the recent snowfall, construction work on Lowari Tunnel, Rs10 billion mega rail tunnel project that would connect Chitral with the rest of the country was suspended and could not be resumed due to inclement weather. The tunnel is about to complete but despite claims by the authorities, it seems the tunnel could not be made functional this year.

During its closure, people are forced to cross it on foot to reach their destinations but often the trekkers are killed by avalanches, freezing cold and winds.

During the December-March period, avalanches bury and storm and blizzard freeze groups of trekkers at Top, dubbed by locals as Killer Mountain, but still Chitralis have no option.

This year, the people of Chitral were not allowed to use an alternative road running through the war-torn Afghanistan, a route used in winter previously.

The only access for people in winter is aerial route but that is also conditional to clear weather besides being costly.

The people of Chitral in Peshawar demanded a 50 per cent cut in PIA fare for three months and an increase in the number of flights. They also demanded of the government to start helicopter service from Dir to Chitral.

اسلام آباد (جنگ نیوز) پاکستانی حکام یہ سمجھتے ہیں کہ ممبئی حملوں نے خطے میں جس کشیدگی کو جنم دیا ہے وہ شاید کئی برسوں تک ختم نہ ہو سکے لیکن ان کی حکمت عملی نے بھارت کو فوجی، سفارتی اور سیاسی سطح پر اس مقام پر زیادہ دن قائم نہیں رہنے دیا جو اس نے ’ممبئی حملوں کے بعد بین الاقوامی برادری کی ہمدردی، پرجوش سیاسی بیانات اور پاکستان کے اندر محدود فضائی حملوں یا سرجیکل سٹرائیکس کی منصوبہ بندی کر کے حاصل کر لیا تھا۔‘ بی بی سی کی ایک رپورٹ کے مطابق پاکستانی قیادت اپنی سب سے بڑی کامیابی ان کے ’اس موقف کو بین الاقوامی سطح پر تسلیم کئے جانے کو قرار دے رہے ہیں کہ ان ممبئی حملوں میں پاکستانی ریاست یا اس کا کوئی ادارہ ملوث نہیں ہے۔‘ ذرائع کے مطابق ’جس واضح انداز میں پاکستانی فوجی قیادت نے امریکی فوجی قیادت کو بتایا کہ پاکستان میں محدود فضائی حملے خطے میں ایک مکمل جنگ کا باعث بنیں گے، اس نے پاکستان کی اطلاعات کے مطابق بھارت کو پاکستان کے خلاف سرجیکل سٹرائیکس (حملوں) کے منصوبے پر ازسرنو غور کرنے پر مجبور کر دیا ہے۔ پاکستانی فوج کے سربراہ جنرل اشفاق پرویز کیانی نے ’باخبر عسکری ذرائع کے مطابق‘ پیر کی شب گئے ایڈمرل مولن کو بتایا تھا کہ پاکستان کے پاس ایسی مصدقہ اطلاعات موجود ہیں کہ بھارتی فضائیہ پاکستان کے اندر بعض مقامات پر حملوں کی تیاریاں مکمل کر چکی ہے۔ بعض ذرائع کا یہ بھی کہنا ہے کہ ایڈمرل مولن کو اس بھارتی ایس- یو تیس جہاز کی تصاویر بھی دکھائی گئیں جو تمام اسلحے سے لیس پاکستان کے صوبے پنجاب کے مرکز میں واقع فوجی چھاؤنی کھاریاں کے اوپر سے پرواز کر رہا تھا۔ عسکری ذرائع کے مطابق جس جہاز نے بارہ دسمبر کے روز لاہور سیکٹر میں پاکستان کی فضائی حدود کی خلاف ورزی کی تھی اسے پہلے سے منتظر پاکستانی لڑاکا طیاروں نے اپنی ’فائرنگ رینج‘ میں لے لیا تھا لیکن مار گرانے سے پہلے دی جانے والی تنبیہ پر اس طیارے نے واپسی کا راستہ اختیار کر لیا تھا۔ اس بھارتی طیارے کو مگ انتیس جہازوں کی ایک ٹکڑی کی پشت پناہی یا ضڈبیک اَپ سپورٹ بھی حاصل تھی جو بھارتی فضائی حدود سے یہ منظر دیکھ رہے تھے۔ پاکستانی فوجی ذرائع کے مطابق ممبئی حملوں کے بعد ہندوستان کے ساتھ پیدا ہونے والی کشیدگی کے پیش نظر پاکستانی فضائیہ کا قبائلی علاقوں میں کئی ماہ سے جاری آپریشن محدود کر دیا گیا ہے۔ پاکستانی حکمت کاروں کا کہنا ہے کہ بارہ دسمبر کو ہندوستانی فضائیہ کے ایک لڑاکا طیارے کی جانب سے پاکستان کی فضائی حدود کی خلاف ورزی کے بعد پاکستان کی مسلح افواج کی فارمیشنز میں بعض اعلانیہ تبدیلیاں کی گئی ہیں جن کے بارے میں امریکی فوجی حکام کو بھی آگاہ کر دیا گیا تھا۔ اسی بنیاد پر خیبر ایجنسی میں آئندہ چند روز میں متوقع فوجی آپریشن کو بھی موٴخر کر کے اس کی اطلاع بھی پاکستان کے دورے پر آئے امریکی چیف آف سٹاف ایڈمرل مائک مولین کو دے دی گئی تھی جنہوں نے امریکہ پہنچنے کے بعد ایک بیان میں واضح طور پر کہا کہ پاک بھارت کشیدگی کے اثرات شمالی پاکستان میں جاری دہشت گردی کے خلاف جنگ پر ظاہر ہونا شروع ہو گئے ہیں۔ پاک فوج کے ترجمان میجر جنرل اطہر عباس خیبر ایجنسی میں اس متوقع آپریشن پر تبصرہ کرنے کے لئے دستیاب نہیں ہو سکے تاہم قبائلی علاقوں میں فوجی کارروائیوں سے باخبر ایک اور فوجی افسر نے تصدیق کی کہ خیبر ایجنسی میں پاک فوج کی نقل و حمل جاری ہے، تاہم انہوں نے اس نقل و حمل کو معمول کی کارروائی قرار دیا اور کہا کہ زیر کارروائی علاقوں میں فوجی دستوں کی تبدیلی ہوتی رہتی ہے۔

 

حالات کسی وقت بھی بدل سکتے ہیں،جنگ کا امکان مسترد نہیں کیا جاسکتا،وزیرخارجہ

 

ملتان (نمائندہ جنگ/ایجسیاں) وزیر خارجہ شاہ محمود قریشی نے کہا ہے کہ حالات کسی وقت بھی بدل سکتے ہیں بہرحال جنگ کا امکان مسترد نہیں کیا جاسکتا، بھارت سرجیکل اسٹرائیک کی غلطی کبھی نہ کرے، اگر ایسی غلطی ہوئی تو پاکستان بھرپور جواب دے گا، انہوں نے کہا کہ حکومت حالات کا مکمل جائزہ لے رہی ہے، اشتعال میں آئیں گے نہ دباؤ قبول کیا جائے گا، پاکستانی فورسز پوری طرح چوکس ہے اور ہر صورتحال سے نمٹنے کے لئے تیار ہے، ملتان ائیرپورٹ پر صحافیوں سے گفتگو کرتے ہوئے انہوں نے کہا کہ پاکستان امن پسند ملک ہے جنگ نہیں چاہتا لیکن ہمیں یہ تصور نہیں کرنا چاہئے کہ سب ٹھیک ہے۔ پاکستان حالات کا مکمل جائزہ لے رہا ہے۔ ہمیں بھارت سے غافل نہیں رہنا چاہئے، اشتعال میں آئیں گے اور نہ دباؤ قبول کریں گے۔ افواج پاکستان اپنی سرحدوں کا دفاع کرنا جانتی ہیں اور پوری طرح چوکس ہیں۔ انہوں نے کہا کہ اسلامی ممالک سے رابطے میں ہیں، انہیں حالات سے باخبر رکھا جا رہا ہے، پاکستان اس حوالے سے او آئی سی سے رابطے میں ہے۔ انہوں نے کہا کہ چین کی وزارت خارجہ کے ترجمان اور انٹرپول کے سیکرٹری جنرل نے بھی ہمارے موٴقف کی تائید کی ہے۔اے پی کے مطابق وزیرخارجہ نے کہاکہ ہمیں بہتری کی امید رکھنے کے ساتھ بدترین صورتحال کے لئے تیار رہنا چاہئے۔وزیرخارجہ نے کہا کہ بھارت کو پیغام دے دیا ہے کہ محدود پیمانے پر جنگ کی غلطی نہ کرے، پاکستان بھر پور جواب دے گا۔ انہوں نے کہا کہ میں نے حکومت کو تجویز دی ہے کہ پاکستان اپنے ایلچی دنیا کے مختلف ممالک میں بھجوائے تاکہ پاکستان کے موٴقف کے حق میں عالمی رائے عامہ ہموار ہو۔ قوم متحد ہے اور اپنی جغرافیائی حدود کا دفاع کرنا جانتی ہے۔ انہوں نے کہا کہ ہم جنگ نہیں چاہتے لیکن اگر مسلط کی گئی تو باوقار، غیرت مند اورغیور قوم کی طرح ملک کا دفاع کریں گے۔ موجودہ صورتحال میں پارلیمنٹ کے ممبران کا کردار مثبت ہے۔ وزیر خارجہ نے کہا کہ بھارت کے کچھ عناصر ایسے ہیں جو جارحانہ گفتگو کر رہے ہیں۔ جارحانہ گفتگو کرنا تو بہت آسان ہے لیکن ہمیں اس کی ضرورت محسوس نہیں ہورہی، ہمیں اللہ پر بھروسہ ہے، اپنے پر اعتماد ہے خدا کے فضل سے قوم متحد ہے۔

 

فوج کو عوام اور سیاسی جماعتوں کی حمایت حاصل ہے،وزیراعظم

 

لاڑکانہ(بیورورپورٹ) وزیراعظم پاکستان سید یوسف رضا گیلانی نے کہا کہ پاکستان ایک ذمہ دار ملک ہے اور ہم جنگ نہیں چاہتے لیکن اگر ہم پر جنگ مسلط کی گئی تو پوری قیادت،قوم اور افواج ملک کا دفاع کرنا جانتی ہے،انہوں نے مطالبہ کیا کہ عالمی برادری جنوبی ایشیا میں کشیدگی ختم کرائے۔انہوں نے کہا کہ سرحدوں کی حفاظت کیلئے چوکس ہیں اور فوج کو عوام سمیت سیاسی جماعتوں کی بھرپور حمایت حاصل ہے۔ انہوں نے کہاکہ صرف محترمہ بینظیر بھٹو کے قتل کی تحقیقات کیلئے اقوام متحدہ سے رجوع کیا گیا ہے اور اس پر ملک کی تمام سیاسی قوتیں اور صوبائی حکومتیں متفق ہیں۔ہم اس قتل کی تحقیقات اس لئے نہیں کرنا چاہتے کہ متاثرہ فریق ہونے کی وجہ سے ہم پر جانبداری کا الزام لگ سکتاہے۔گڑھی خدابخش بھٹو میں محترمہ بینظیربھٹو کے مزار پر فاتحہ خوانی کرنے کے بعد صحافیوں سے گفتگو کرتے ہوئے انہوں نے کہا کہ پاکستان، افغانستان اور بھارت سے اچھے تعلقات رکھنا چاہتا ہے۔ محترمہ بینظیر بھٹو شہید مفاہمت پر یقین رکھتی تھیں اور پاکستان پیپلزپارٹی کے شریک چیئرمین آصف علی زرداری نے اٹھارہ فروری کے انتخابات کے بعد اسی پرعمل کیا اور تمام سیاسی اور جمہوری قوتوں کو ساتھ لے کر حکومت قائم کی۔ہم پنجاب سمیت پورے ملک میں نظام کو مستحکم کرنا اور اسے بچانا چاہتے ہیں اور سب کو ساتھ لے کر چلنا چاہتے ہیں تاہم پنجاب میں اگر کوئی غلط فہمی ہوگئی تو ہم پارٹی کو ہدایت کریں گے کہ وہ اس طرح کا ماحول پیدا نہ کریں جس سے سسٹم عدم استحکام کا شکار ہو۔

 

ملکی سلامتی کیلئے علماء نے حکومت اور افواج کی غیر مشروط حمایت کا اعلان کردیا

 

اسلام آباد (نمائندہ جنگ) وزارت داخلہ میں منعقدہ اعلیٰ سطح کے اجلاس میں مختلف مکاتب فکر کے علمائے کرام نے پاکستان کی سلامتی کیلئے حکومت اور مسلح افواج کی غیر مشروط حمایت کا اعلان کیا ہے۔ مشیر داخلہ رحمن ملک کی صدارت میں منعقدہ اس اجلاس میں محرم الحرام کیلئے 10 نکاتی ضابطہ اخلاق کی بھی متفقہ منظوری دے دی گئی۔ علمائے کرام کے اس اجلاس میں قومی سلامتی اور داخلی خطرات کے حوالے سے بات چیت کی گئی اور شرکاء نے محرم کے دوران امن و امان کے لئے مختلف تجاویز پیش کیں۔ اجلاس کے بعد مشیر داخلہ رحمن ملک نے سینیٹر علامہ عباس کمیلی، علامہ ایاز ظہیر ہاشمی اور مفتی منیب الرحمن کے ہمراہ مشترکہ پریس کانفرنس سے خطاب کرتے ہوئے کہا کہ ضابطہ اخلاق کی منظوری ہماری قومی تاریخ کا اہم سنگ میل ہے۔ انہوں نے کہا کہ مذہبی مقامات کو فرقہ وارانہ تعصبات سے بالاتر رکھنا چاہئے۔ علما کو مذہبی مراکز سے اعتدال، ضبط و تحمل اور رواداری کے جذبوں کو فروغ دینا چاہئے، انہوں نے امید ظاہر کی کہ ضابطہ اخلاق پر پوری طرح عمل کیا جائے گا۔ مشترکہ اعلامیہ میں ملک کے تمام مکاتب فکرکے آئمہ و خطباء سے اپیل کی گئی کہ 26 دسمبر کے جمعة المبارک کے خطبات میں قومی یکجہتی، پاکستان کی داخلی و خارجی سلامتی بین المسالک ہم آہنگی اور جیو اور جینے دو یعنی پرامن بقائے باہمی کو موضوع بنایا جائے اور وحدت ملت پر تقاریر کی جائیں۔

KARACHI: The First Micro Finance Bank Limited (FMFB) has been ranked 7th in the 2008 MIX Global 100 Composite Rankings of Microfinance Institutions (MFIs).

An announcement to this effect was made in a statement of the bank issued here on Wednesday. It said that the rankings issued by the Microfinance Information Exchange, Inc highlighted the performance of well rounded; leading MFIs that boost outreach and lower costs to serve clients in a transparent manner.

The statement further said that according to the report made available on the mix website www.themix.org on December 22, FMFB with the 7th position was the only MFI from Pakistan to make it to the top 25 MFIs of the world.

It said that the Aga Khan Agency for Microfinance as a global network was represented twice in the list of top 100 MFIs with FMFB, Tajikistan ranking in the top 100.

Based on data from MIX Market, the world’s most comprehensive public database on MFIs, the MIX Global highlights the leading performers in each of seven categories within outreach, scale, profitability, efficiency, productivity and portfolio quality.

The 2008 MIX Global surveyed 971 institutions for FY 2007, an increase of over 20 per cent over last year. And leading performers were drawn from a diverse sample of MFIs that served over 67 million borrowers with over $35 billion in loans and held $15 billion in deposits from 65 million micro-finance clients from all regions of the globe.

Overall, FMFB – Pakistan scored 80.58 per cent while the number one ranked MFI, MBK Ventura of Indonesia scored 87.18 per cent.

FMFB’s outreach was ranked relatively higher at 80.20 per cent with an exponential growth in borrowers of about 93.8 per cent as compared to the averaged borrower growth rates of 56 per cent by the leading 100 MFIs.

FMFB attained a 100 per cent score on transparency, meaning that it maintained at least three years of standard performance results on MIX market, with the last two verified by audit reports.

The statement further pointed out that the FMFB scored a 61.55 per cent as against the industry average of 56.42 per cent on efficiency, which was highlighted as a challenge for the overall industry.

The First Micro Finance Bank, a part of the Aga Khan Development Network, has played an instrumental role in reaching out to the poor segments of society by enabling individuals to strengthen their entrepreneurial base and build financial, physical and human capital for a sound and secure future.

The bank strives to alleviate poverty through sustainable economic development by offering credit, savings and life insurance services along with an efficient and low cost funds transfer service to its target populations.

With over 89 automated branches all over Pakistan and access to 4,000 Pakistan Post outlets, FMFB has disbursed over 380,000 loans in a short span of six years.

CHITRAL: Former member of the provincial assembly member and leader of Jamiat Ulema-e-Islam-Fazl Maulana Jehangir on Wednesday blasted the government for not making proper arrangements to airlift the stranded Chitralis.

Addressing a press conference here, he said: “Hundreds of people have been stranded in Chitral and Peshawar but the government and the elected representatives have failed to make proper arrangements to airlift them.”

The JUI-F leader said the Chitralis were facing immense hardship, as there was no alternative arrangement in sight after the Lowari Top closure. He said the area was fast running short of essential items. Food items, fuel, sugar and other essentials in the area might be available for a week and then there would be acute scarcity of the commodities, he added.

Maulana Jehangir urged the federal and provincial governments to impress upon the authorities in Kabul to open Kunar-Arundao Pass to facilitate the Chitralis. He demanded the government to reduce the airfare for the under-developed people of Chitral besides increasing the PIA flights to the area. He also demanded of the government to ban the trees cutting forthwith as forest were fast depleting due to the timber mafia in Chitral.

Mega projects in Chitral soon

CHITRAL: The government will launch two mega projects to improve lifestyle of local people, especially womenfolk, stated Chitral Tehsil Nazim Sartaj Ahmad Khan here on Wednesday.

Briefing local journalists at his office, Sartaj Khan said a marble handicraft training centre would be set up to promote mosaic and handicraft sector. The centre would also provide livelihood opportunities to womenfolk, he said.

A management board comprising representatives of Small & Medium Enterprise Development Authority and the All Pakistan Marble Industries Association would maintain the centre. A marble mining and processing unit, a joint venture of local and foreign investors, would also be set up in Chitral at the total cost of Rs 275 million, Sartaj said, adding that the project would be completed in two years.
